Rules Changes: 2015

Hey! Remember a year ago when we had a vote on possible new rules? Well, here we are, at the precipice of the 2015 season and all those new rules are about to go into effect! Let’s take a look, by order of how many “yes” votes each rule garnered. Remember, it was majority rule for something new passing, meaning it took nine votes to get something approved...

1. Flex Position: TE Eligibility (15 "yes" votes)
The flex position will now expand to include TE along with RB/WR. Trivia: Our one dissenter here was Oliver!

2. Use Fees for the League URL (13)
We still don’t have a URL, and we haven’t collected fees in awhile, but it’s good to know we’re mostly on the same page here!

3. First Overall Draft Pick is determined by Toilet Bowl (11)
Yes, a Toilet Bowl is coming after the 2015 regular season! That means no more lottery and it’ll take some real effort to win that coveted #1 overall draft pick. Wait, is the loser of the Toilet Bowl awarded the #2 overall pick? We should clarify Toilet Bowl rules and seedings. As an example, here is what we use in my other keeper league for Toilet Bowl rules. Mainly we have to decide if matchups are conference specific or if they re-seed according to power ranking or something. Regardless, hooray, a Toilet Bowl to prevent tanking and amp up owner engagement!

[Edit 12/12/18: Toilet Bowl is not conference exclusive, so we re-seed #9-16 regardless of conference. However, we keep the same matchups regardless of upsets, and don't re-shuffle each round. Ex) If #16 seed upsets #9 in RD1, they don't have to face #10 in RD2.]

4. 1/2 Point Per Reception (9)
Nine “yes” votes took us into PPR land, and then twelve “yes” gave us half a point per reception (rounded up or down?) when we asked the second part of the question: "If PPR is approved, half point?” So yeah, this is the rule with likely the biggest impact and it passed by just a smidge!

5. FG Scoring Change (9)
We will now adjust FG scoring to the following:
  • FG from 0-49 yards = 3 points
  • FG from 50+ yards = 4 points
Note: Previously the rule was that 50+ yarders got five points, and 40-49 yarders were worth four.

Moving forward, how do we change rules, is there a yearly review, bi-yearly? For the record, these were the rules that didn’t pass. Along with some suggestions below.

REJECTED:
  • Add Starting Flex (8 "yes" votes)
  • TD Pass Scoring Change (7)
  • Fractional Scoring (6)
  • Missed FG Penalty (6)
  • Add Starting RB (6)
  • Add Starting WR (3)
  • Free Agent Auction Bidding system (3)

SUGGESTIONS:
  • Using the Toilet Bowl to determine draft order for next year, but still keeping the lottery system for the first overall pick.
  • Increasing the number of keepers. One owner proposed that if a RB or WR or Flex position is added, then we consider increasing the number of keepers.
  • Another suggestion is that missed FGs 50+ yards do not count as negative, but all else do.

Potential New Rules

So we’ve got a couple of possible rules things that could be up for voting. I figure it's time to get the ball rolling on it in an organized way. Let’s get a clear view of what possible changes we're looking at. Also, here are some of the comments from our previous poll on CBS when Felipe asked "We've talked about it all off-season, so here goes. Should we change the scoring format to include points per reception (PPR)? Also, should we change the format to include fractional points (i.e., 1 yard rushing = 1/10 of a point)?"

Note: Anything implemented would be for two seasons from now (I believe). Also this is just the new rules list I came up with, and the Google Doc below needs some rewriting perhaps or revamping before an official vote. So don't vote yet, but take a look or comment away!

[[ SAMPLE GOOGLE DOC POLL ]] See bottom of post for update...

1. Fractional Scoring
The argument for is easy: each yard should be worth something. A lot of scoring systems now go with fractional scoring and it’s possible Maize and Blue should move in that direction. An alternate take is that fractions should only be used in the playoffs.

2. TE eligibility for Flex Position
With the advent of two TE sets, it’s been proposed that we allow the Flex position to include RB/WR/TE instead of just RB/WR.

3. Adding a Position, RB/WR/TE
As difficult as it is to field sixteen starting RBs already, it seems like most NFL teams use at least two RBs, even in a part time role. Could adding another required RB position better mirror that? Also, I would like to propose adding a WR position, to reflect how NFL teams now use more receivers. Or perhaps just adding a WR/TE position instead of the previous option to RB/WR/TE flex. Also, adding another skill position would also lower the overall effect of DEF and K, which is something I'm always for.

4. Points Per Reception
We all know the pros and cons. Here’s a refresher: The Case for PPR (2009). The purists think PPR is free points for something a receiver should do. What do you think?

5. Lowering FG Points
Currently a kicker is rewarded +1 point for a 40+ yard FG and +2 for a 50+ yarder. The argument is that a forty yard FG should be normal. The rule change would be for FGs of 1-49 yards to only accrue 3 points, plus an extra point if it’s 50+ yards. Additionally, I would like to nominate points off for a missed FG and extra point.

6. Toilet Bowl
Would a Toilet Bowl for the top picks each year be preferable to a lottery system? A Toilet Bowl would keep the non-playoff teams engaged longer and make them earn a top pick. For example, each of the non-playoff teams would be tossed into a seeded eight team tournament for the #1 and #2 overall picks, with the draft reverting to reverse order of standings after those two picks have been determined by the Toile Bowl winner and runner-up.

7. FAAB: Free Agent Auction Bidding (What is it?)
Currently we use a traditional waiver system that works in reverse order of standings. The FAAB system gives each team a certain amount of money each season, usually $100, to make waiver pickups. "If a team would like to add a player, that team will secretly bid a certain amount. On the next waiver process day, the team with the highest amount bid will be awarded the player, and the bid will be subtracted from that team's budget.”

In theory, FAAB adds additional strategy and levels the playing field for waiver pick ups. FAAB allows teams to compete over the hot free agents. Also, FAAB mitigates the effect of using a waiver wire pick position to grab a K on a bye week, and thus sending you to the back of the line.

8. Using league fees to buy and maintain a URL
We are looking at getting a URL for Maize and Blue, which would cost in the neighborhood of $10 a year to maintain. Chris would host the URL I believe. Pros: Email list! Cons: None?

[Update 11/19/2013] New Google Doc: Rules Ballot 2013, plus a quarterback TD vote, and also some voting rules suggested by Matt.

[Update 11/20/2013] Looks like we're voting?! Here are the current results so far: Rules Ballot 2013 Results.

Voting Rules

  • Each franchise has one vote; co-owners of any franchise must agree on a single ballot
  • All rule changes require a majority of 9 votes to
  • Some questions include a clarifying question in case the measure is passed. Even if a franchise is voting against a change, each franchise should select an answer to the clarifying question in case the measure is passed.

Draft Lottery & Deadlines

DRAFT LOTTERY
A quick primer and recap, as I was confused also. The Draft Lottery, to be held this Saturday, August 3, 9pm EST, is conducted based on reverse power ranking. The teams that didn't make the playoffs the previous season get a weighted chance to win the number one overall selection in the upcoming draft. Note: Just the first overall pick, afterwards the draft reverts to reverse order of standing.

The better a team finished last season while still missing the post-season, the better their odds are of winning the lottery. There's no incentive to tank in Maize and Blue!

For example, last year, Human Amoebas were first in the non-playoff teams' 2012 Final Power Rankings. That translates to them having the best shot at winning the lottery. P Funk All-Stars, who had the worst overall record in the league, has the worst shot at winning the lottery.

Add in traded picks and the odds could change, of course. Please see below.

UPCOMING DEADLINES
  • Dues of $35 by Aug 7, 2013, 11:49pm EST
  • Keepers by Aug 9, 2013 (via CBS site)
  • Slow draft begins Wednesday, Aug 14, 8:00am EST (via CBS Draft Room), continues for three weeks. We elected to draft via automated CBS but play on ESPN.
  • League begins on Thursday, Sep 5. Game time!

Who can go on IR?

Important information relevant to everyone. Who can we put on IR? The commissioner revealed to me that the IR slot can only be used for players that CBS has designated as injured. Alvin even kindly provided his own example up above, where WR Vincent Brown has a nifty "IR" symbol next to him. This designation allows him to sit on the IR for awhile, until he must then be taken off. Please keep an eye on other people's IR designations, as that is the first place people try to cheat. So I've heard.
